    California Ranks Two In Technology Study


    The latest release of Santa Monica-based the Milken Institute Index finds California now ranks number two in the states in the best position to take advantage of the knowledge-based economy, up from third from the 2002 Index. Massachusetts continued to lead the index, with the biggest drop in Texas, which went from 14th to 23rd in the nation. Rhode Island had the biggest gain, moving from 21st in 2002 to 11th this year.
