San Diego-based ProfitLine has promoted a VP, saying this week that it has promoted Doug Castro to Senior Vice President of Federal Government. Castro will head the firm's government sales. ProfitLine is a provider of outsourced telecom expense management solutions for large enterprises and government agencies, and is backed by Menlo Ventures and FTVentures.
