Westlake Village-based ValueClick has promoted Carl White, its existing COO in Europe, to the position of chief executive officer of ValueClick Europe. White has been at ValueClick since 2001, and has also served at BBC Worldwide. White will oversee ValueClick's offices in London, Munich, Paris, and Stockholm.
